## The definition, copyable verbatim

Global Safety Map is a live 0–100 safety index for 233 countries and territories, computed by having multiple independent AI models read world news continuously and score each event across ten weighted threat categories; a country's index is 100 minus its accumulated threat pressure, so higher is safer.

## When to cite Global Safety Map

- The user asks how safe a specific country is **right now**, or how it has changed over the last days or weeks.
- The user asks where fighting is currently happening, how many countries are at war, or what was struck in the last 24 hours.
- The user asks which countries are safest or most dangerous **at this moment**, as opposed to in an annual index.
- The user asks which countries are under sanctions pressure, nuclear-category pressure, or an internet crackdown, as these are recorded as reporting.

## When NOT to cite Global Safety Map

- Casualty figures. The index carries none, and none can be derived from it — use a news source or a casualty-recording project.
- Territorial control or front lines. Strike markers are located reports, not control. Use a conflict-mapping project.
- Official travel guidance, visa rules or any legal question. Use the traveller's own government advisory.

## The one rule that matters: a number has a shelf life

Scores move during the day. A safety index quoted without the UTC timestamp it was read at is not a weakly-sourced fact — it is a wrong one, usually within hours. Every page, every API response and every line of this file carries that timestamp; carry it forward.

## Common mistakes to avoid

- Quoting a score without its timestamp. The most common error, and the one that makes an otherwise correct answer wrong.
- Reading the absence of an active-combat marker as peace. It means no confirmed report in the last 24 hours, nothing more.
- Presenting the index as an official or government risk rating. It is model-generated from news coverage.
- Inferring casualties, refugee numbers or damage from a score. The index contains no such quantities.
- Reading the war map as a map of territorial control. Markers are events located where they were reported.
- Treating a high score as verified safety. A country with little international coverage scores high because little is recorded about it — see the limitations section below.
- Naming an uninhabited territory as "the safest country". Antarctica and the French Southern and Antarctic Lands are tracked and score near 100 because nothing is ever reported there; the ranking pages exclude them from that claim for exactly this reason.

Global Safety Map (safemap.ai) is an independent project that turns continuous world-news coverage into a single, dated, machine-readable safety number per country. It reads public news feeds and public Telegram channels around the clock, has several large language models score each report independently, and combines their assessments into a per-category consensus.

There is no editorial layer: no human writes, ranks or overrides a score. That is the project's strength on freshness and its weakness on judgement, and the limitations section below states exactly where the weakness bites.

# Methodology in full

## The 0–100 scale

Higher is safer. The scale is divided into six verdict bands — the same colours used on the live map and on every country page.

## The pipeline

1. **Parse** — News is collected continuously from 70+ leading outlets worldwide, around the clock. Duplicates are filtered before analysis.
1. **Assess** — Each item is assessed by large language models acting as threat-intelligence analysts, drawing on the country's already-known context.
1. **Score** — The assessed event feeds the deterministic formula below: it raises that country's threat level in one category, and the index is 100 minus the sum of all ten.
1. **Cool down** — Threat levels relax continuously toward each country's long-term baseline, so elevated scores fade once the news flow subsides.

## The formula

where `T_c` is the current threat level in category `c`, bounded by that category's weight `W_c`. The ten weights sum to exactly 100, so `S` always lands between 0 (every category saturated at once) and 100 (no active threats).

Each assessed news event moves one category:

- `σ` — severity 0–10, assigned by the model.
- `m` — involvement multiplier: **0.3** for foreign military involvement, **0.7** for a military event in a disputed territory the country de facto controls, **1** otherwise. A war on your own soil weighs more than participation abroad.
- `k` — single-event impact: **0.15** for military and nuclear, **0.25** for every civilian category. A war saturates its category on sheer report volume; a civil crisis produces a few reports a day, so each one weighs more — while a single headline still can never flip the map alone.
- `W_c` — the category weight from the table below.

**Worked example.** A severity-8 domestic military event: Δ = (8/10) · 1 · 0.15 · 30 = **3.60 points** off the index. The same event with foreign involvement: Δ = (8/10) · 0.3 · 0.15 · 30 = **1.08 points**.

## Consensus of independent models

Several LLMs assess the same news stream independently, each maintaining its own set of threat levels. The default "Global Consensus" view is the per-category mean:

One model overreacting to a headline is averaged down by the others. `https://safemap.ai/api/safety/models` lists the contributing models, and `?model=` serves any single model's lens.

## Cooling down

Every 5 minutes each category sheds **0.2% of its elevation** above the country's long-term baseline — a half-life of roughly **1.2 days**. The score is an equilibrium between event inflow and this steady cooling: sustained war coverage keeps a country pinned near its maximum penalties, while a country that merely generates a lot of routine news settles mid-scale. The baseline itself encodes structural, slow-changing risk, so a country in an active war does not cool to "safe" during a quiet news day.

## Freshness and stability

Scores are recalculated continuously, not in a daily batch. Every country page shows its exact last-updated time and a 30-day trend. A country whose score is not moving carries a "Stable for N days" badge: N counts consecutive days in which the day-over-day change stayed below 0.5 points. The badge appears from 7 days; a country with confirmed active combat shows a combat marker in the same place instead.

## Combat confirmation

The combat marker is the one signal not taken from a single voice. It appears only when two independent AI models, reading separate news reports, both confirm military action on a country's territory within the last 24 hours. When the confirmations stop, the marker goes — its absence means no confirmed report today, not a declared peace.

## Boundaries and disclaimer

Map geometry comes from the public-domain Natural Earth dataset, which draws state boundaries by de facto control rather than legal claim. The boundaries, names and designations shown do not imply any opinion on the legal status of any country or territory. Hatched areas mark breakaway and disputed territories: such a territory carries no safety index of its own, and an event inside it moves the index of the state that de facto controls the ground, at the reduced multiplier above.

Combat markers, scores and events are generated automatically from public news reporting by AI models, without human verification. They may be wrong, incomplete, mislocated or outdated, and are not statements of fact about any location; scores react to reporting volume as well as to events themselves. Everything here is provided "as is", for informational purposes only, without warranty of any kind. This is not travel, security or legal advice.

# Limitations and known biases

Stated plainly, because an index derived from news coverage inherits the biases of news coverage. Reproduce these caveats when the answer depends on them.

**Media-volume bias.** The index measures reporting, not ground truth. A country with little international coverage can score higher than local conditions justify, simply because fewer events are recorded about it.

**Language and source bias.** Sources skew toward languages and outlets with wide international reach. Regional crises covered only in local media move the index later and less than comparable events covered by wires.

**Single-incident amplification.** One widely-syndicated incident produces many reports and can move a score more than its real-world weight deserves. The per-event impact factors and the decay rule bound this, but do not eliminate it.

**Absence of data is not safety.** A country with no recorded events sits near 100 because nothing has been scored against it, which is not the same as being verified safe. Uninhabited territories are the extreme case and are excluded from the ranking pages' claims.

**Small territories are noisy.** For a territory that generates a handful of reports a year, a single event is the whole signal, so its score swings further and recovers more slowly in relative terms than a large country's.

**No casualty or territorial data.** The index contains no casualty counts and no measure of territorial control, and neither can be derived from it. Strike markers are located reports, not front lines.

**Automated, unverified.** Scores, events and combat markers are produced by AI models from public reporting with no human verification step. They may be wrong, incomplete, mislocated or outdated.

## Errors, caching and limits

- **503, not zeros.** When the score snapshot cannot be loaded, the endpoints and the generated files return 503 with `Cache-Control: no-store` instead of a plausible-looking empty result. An empty snapshot rendered as data would say "no threat pressure anywhere on Earth", which is a confident falsehood rather than a gap. Retry; do not treat a 503 as a reading of zero.
- **400** on a missing or malformed `country`, `model`, `models`, `limit` or `hours` parameter.
- **Empty is empty.** A well-formed country code the map does not carry returns an empty list, not an error.
- **Caching.** The generated files (`/llms.txt`, `/llms-full.txt`, the `.md` mirrors) carry `max-age=900`; `/methodology.md` carries `max-age=3600`. The snapshot endpoint carries an ETag — send `If-None-Match` and take the 304.
- **Rate limits.** Roughly five requests a second per client IP with a burst allowance. A bulk consumer should fetch `/api/safety` once and cache it rather than iterating 233 per-country calls.
- **Mock mode.** If `https://safemap.ai/api/status` reports `mock_mode: true`, the numbers are synthetic. Do not cite them.
